Actually they did, go to the video and see for yourself the dude was clearly talking about the Airship stuff when saying they were still early in development.
OT: They should just stop with this percentage stuff, they should know that they can't pinpoint that exactly anyway, much less pinpoint small percentage increases (I mean what in the development of a game like this would you use to say for certain that development has advanced 5%?). People are constructing their own narratives in which the game is still years away from launch anyways, so all this talk of percentages isn't useful to them unless they give a release window.
