Its supposed to be some licensing issues or some crap, they might fix that for KH3 but wouldn't put much hope into it.

The audience that buys Dragon Quest isn't the kind that really buy digitally in large ammounts either (most people will buy on 3DS anyway).

XV might have a chance if its supply constrained like Bloodborne, hungry fans won't hesitate on buying it and Final Fantasy is more of a "core" series.
