Try going thru time trial mode a billion times. Make sure you can at least beat the base ghost and memorized where the course traps are. When you have your kart/character combo to where you can do that 1 star should be easy.
Also remember to focus on the worst stage when practicing. On stages you are bad at you may need to do a specific kart to do well on it. Screwing up one track will bring down your rating a lot. Your good stages should be doable with a sub-optimal set-up.
