Remake = Game made from the ground up and stays faithful to original (imagine MGS1 on current gen consoles with current gen graphics same story/missions/etc and overhauled gameplay)

Reboot = Complete new direction set within the franchise. Usually going back to the start with change of story and drastic change in gamepley.

GoW:U has been built from the ground up, and is very faithful to the original (bar some artistic changes), so i don't see why we wouldn't consider it a remake. It is worth noting though that being "faithful" isn't a firm requirement for something to be considered a remake in the first place. The literal definition is just "to make again or differently".

Reworked from the ground up yes, but they are still using the same assets. The levels are the same, same buildings, same cutscenes, same story same everything. They've added things and improved upon everything. This game wan't made from scratch. It's a remaster and how remasters should be done.
