No, an XBO-successor is not confirmed by that tweet. A successor is probable It's quite likely (Microsoft won't leave the living rooms), but not confirmed at all. Perhaps they go with a Windows-console next time.

And I doubt that it is Phil Spencers decision to make. ;)
