We can cut down on that. We don't have to make the death penalty "painless". Just put a bullet through the head. $2 right there. If they killed someone I'm sure they'd love to know what it's like to be on the receiving end. Hell, maybe we could start using the guillotine again and perform public executions and charge people to watch. Make money off of it. 

The reason death penalty is expensive isn't because it's done by lethal injection (though sure, a lethal injection is more expensive than a bullet). It's because it costs to keep people on death row, appeals cost a lot of money etc. And that second idea is just ridiculous.
