They usually develop Smash once a generation, inbetween that they work on various other titles (kirby) if there is time. The games do not have a 5 yeard development cycle, their release is determined by the availability of new hardware. if NX launches in 2016, history shows that smash would be made available as soon as they can finish a new one as its one of Nintendo's main system sellers. Every generation following its conception Smash has been released within the openning 2 years of a consoles life cycle. For Wii U they had to develop 2 titles at the same time which slowed them down. Going by rumours this time they'll be developing 1 title, scalable across a handheld and console meaning devlopement time will be shorter then what we saw this gen, especially if they don't get bogged down by another title like they did with Kid Icarus. The leads to us getting a new game between 12 and 18months from the NX's release as a releastic expectation.
I never said 2016, I said we could see one title (Most likely mario kart) as a launch window title which is not the same as launch title. Assuming NX launches fall 2016, a spring or summer 2017 release would count as launch window which is quite a generic term. Finally the entire Smash team is not working on DLC.
