Both Sony and MS rely heavly on 3rd party titles to carry there systems. Does it matter who makes them? In my opinion is doesnt. So what, if Epic made Gears, or Bungie made Halo, or Turn 10 (Internal Studio) made Forza, the point is there quality games. Ori and the Blind Forest is one of the best Indie games and fresh new IPs in 2015 and guess what, thats a MS game. Recore is another franchise in the making for the X1. Rare is also makeing Sea of Thieves and Remedy is making Qauntum Break. Sony Japan released Knack a game critized of its quality. Only Nintendo tend to hold up to creating the best new IPs based on reviews.
To prove your article wrong, look at whats fresh for PS4 at E3 in 2015 and compare it to XB1's 2015. Sony's best showing was by 3rd party devs, remakes and sequels. Sony had one hit with Horizon being a new IP with one of there internal studios. I dont hate either console however XB1 had as many new fresh IPs and Games coming in 2015/2016 just as PS4 does.
MS own over 22 gaming studios compared to Sony's 12 so there clearly in the works with games all over there platforms not just Xbox. 343, Turn 10, Coalition are all internal studios made from the ground up for Xbox and are dedicated in creating new experinces with there popular franchises.
Nintendo is living proof you dont need to always make new IPs when your IPs are good enough. Mario can be used in many genres just like how Halo goes from FPS to RTS to Twin Stick shooters and Forza goes from Sim Racing to Openworld Racing etc.
Timed Exclusiveness is all buisness, aslong as MS make money i dont think they care if the game ends up on other platforms after years on Xbox and the profits they would have made eg Mass Effect. Timed Exclusives is to help boost system sales and games sales and increases the image and marketing on there consoles, something TR will do when it releases. As fans it shouldnt bother us where titles go because as gamers we should be playing games not comparing games like there football stars going to other teams. If you look at the roster of games both Sony and MS tend to equal out with there own titles.
Either way id rather quality then quantity, so rushing out new IPs doesn't always mean great things. If your looking for new games then I suggest you game on Steam because that service (Based off my 10 years experience) has tons of new IPs. Nearly everyday there's heaps of new games.
