Well they kinda do, usually a new gen happens so regularly though that you dont really track it, every couple of months when a new CPU, Graphics board etc is released. It is the key pain point with PC's making it hard for developers to target for a common level and harder still for consumers (unless knowledgable) to decide what they require or how well the game will run before purchase.  I love PC gaming but consoles destroy them for price/value as well as simplicity in spec. If you buy an xbox one or ps4 game you know it will play the same on all ps4 or Xbox Ones the same, you also know that games can be tuned to a far higher degree to fully utilise the hardware.

Even with that in mind I will still be primarily a PC gamer I just wouldn't touch a "steam" machine with a rubber gloves and a 40 foot pole.
