No.. when you use steam machine on a windows/linux or mac computer.. its only a program on top of windows.. you still have to use a keybaord and mouse some times.. and steam will only update the program (not the hole system/drivers)
But it would for sure make it more "console like" (when you have the program open)

You can use Steam with a controller, additionally you can have it start up right away in Steam mode.

He only said if he installed steam machine.. (but you are right.. if you have the steam controller.. no need for mouse/keyboard)
