If Iwata was still around would the DQ "NX" slip ever have been allowed to happen?

Im sorry but how could anyone at Nintendo have stopped this from happening?? You know other then not allowing them to develop for NX in the first place. What are they going to do now anyway, punish SQEX and not allow the NX version to happen
