Realistically, how powerful can Nintendo's next handheld & console be if they release at $199.99 each?

So the NX-handheld could be in that performance area.

Good point. The A8 outperforms the Vita by a mile too on a higher res display. Keep in mind too the NX is like 16 months out from launch too ... what they could probably get in this price range could very well be more comparable to the A9 chip coming this fall. 

Also since Nintendo likely will go for a lower resolution (ish) screen (1280x720 perhaps) ... such a chip could really cook in a portable. 

Not really, look at the games on the vita they look better than top of the line smartphones. The vita has 4 GPU processors
