Realistically, how powerful can Nintendo's next handheld & console be if they release at $199.99 each?

Depends when its releasing but being profitable at $199 will not afford a ton of power, even in 2016.

I'd presume

Console: slightly weaker then Xbox One
Handheld: Slightly more powerful then Vita.
