How else would a city/town pay for it's schools, police, firemen, etc.?

I pay the city: a fixed price for trash (340 euro's a year), variable on the other stuff based on the value of my house.. Something like 0.06 percent.. My city doesn't tax me on stuff they don't have anything to do with... Especially on other peoples products
