The thing is, consoles need good exclusives to attract people who consider gaming on a PC a possibility, as all the other games are duplicated and the games are normally (yes, I'm looking at you, Arkham Knight!) running at a higher framerate with better graphics and a lower price per game on PC, especially if you don't need to buy the games at launch at wait for the sales. The exclusives of this generations' Xbox and Playstation however have been underwhelming, to say the least. Apart from Bloodborne on the PS4 and, to a minor degree, Sunset Overdrive on the Xbox ONE, most exclusives where either letdowns, remasters (and thus not truly exclusive) or just plain unremarkable. So yes, buying a 400€/$ console just to play one game is a luxury, as you're probably better off playing the other games on your PC.

Oh, and about PC gaming a luxury last gen, I really wonder. Everyone I know (with one exeption) who does console gaming also has a gaming PC and only plays the exclusive titles on the consoles. That was true for them last gen, and this gen most of them still haven't bought a console because it's still not considered worth it due to the lack of good exclusives.
