That means devs are pushing the 1080pr.

Of course it is not a lie because 1360x1080p have 1080 lines like 1920x1080p... so it is a true 1080p but it is not the 1080p FULLHD standard.

So devs are saying 1080p but what we are sawing is the Dynamic 1080p or LessThan1920x1080p.

 Can that be the case of Tomb Raider? Or it is FULLHD 1080p?

1080p is 1080p. No matter how you try to spin that. Is it false in general? Yes. The word isn't wrong in itself but its meaning.
