TTGL by a mile.
For me, I think it ultimately comes down to TTGL being a loving parody of its genre, whereas KLK was a satire. TTGL made fun of the mecha genre and how stupid it was, but at the same time, it clearly showed a fond appreciation for it, and had a great deal of genuine heart.
In a sense, I felt like the whole point of KLK was to say "look how stupid these action and magical girl shows are! Let's laugh at them," whereas with TTGL, the point of the show was "hey, look how stupid mecha shows are, and how we still love them regardless."
