Why would Goku SSJ3 be able to beat ANYONE? That form is the single biggest stupidity in the whole DBZ mythos. The only time it's marginally useful is in the movie with Tapion. Otherwise, everytime Goku goes SSJ3, he does jack all with it. 

I see where you are getting at, ssj3 was never as decisive as ssj1 (vs freeza) or ssj2 (gohan vs cell), but that's more of a plot decision.

Still, ssj3 always showed to be a incredible power boost, both in Goku and Gotenks, allowing those characters to fight achieve much more than before.

In BoG Goku ssj3 makes a hole in King Kai's planet, what is insanely impressive when you do the math. That's the kind of insane shit superman pulls out, which to me points Goku as capable of seriously hurting superman with his attacks.
