It's mostly based on their effectiveness in battle which occurs in all modes. I guess Ink mines are better in Tower Control, but eh I'd still prefer the Luna Blaster having a different sub.

I think the suction bomb is one of the best in Tower Defence but sprinkler can be really good in Splat Zones so yeah, it really varies depending on map and mode
