There's a very good reason for that, it's all about the demographics and how this is the wrong game to remaster. PS3 gamers who have PS4 either already played it or were never interested in playing it, and 360 gamers who've converted to PS4 will largely be uninterested in H'n'S as a genre. This is a game that appeals to the Sony core as a two generations old franchise, and if you want the series fans to re-buy this game there will need to be extra goodies as an incentive, just like what is being done with Gears of War. I love God of War but I'm never buying this remaster as it has no value for me. MS knows a straight remaster of Gears wouldn't sell very well (for Gears), because who's going to buy it? So they've put in new content and the game will sell better because people will re-buy it for that new content.

I'd imagine the thought process behind God of War 3 Remastered was that there was a generation of gamers who went PS2 -> 360 -> PS4, who probably played GoW 1 & 2 on the PS2 but didn't play anymore after that.

I can't really flaw that logic actually, but clearly it didn't pan out that way (at least in the UK).
