Because Superman story was Intended for a Story that involve alien and human  , and Dragonball intend to tell a story of man  that surpase the God?

I have read the new literations of Superman that can melt the universe with his eye but , there is no story that involve God there , so when we talk about the strongest entity then it must be God it self, then when we compare who is the strongest then Goku > God (Dragonball Universe)  > His creations  Alien (Frieza, Cell, Superman, etc) > His Creations (Human).

Well then of course if we talk about fictional character then the fictional God is powerless infront of the writer  

Yet again though, all Gods in media are not created equally.
