But that's not true, it's all part of a grand plan, which has been mapped out through to 2019. They planned out the roster of superheroes they want in the phase 3 Avengers movies and how they will introduce them to the movie public. One might ask why Ant-Man gets a solo movie but Falcon, Black Widow and Hawk-eye didn't (actually Hawk-eye and Black Widow could have had a duo movie, but they were needed in earlier movies to fill out the roster for the original Avengers movies). One possible difference is that Ant-Man's tech-powers need a decent amount of explanation to be accepted by the average joe, whereas Hawke-eye, Black Widow and Falcon have oridinary arse-kicking skills and obvious tech that they don't need explanation beyond few scenes. The same is the case with the upcoming solo movies: Black Panther, Dr Strange, Captain Marvel, all of their abilities require more background than just a few scenes thrown in to the current crop of movies.
