Of course we don't need everyone on base open carrying. Every base has it's own form of security. Recruiting centers, on the other hand, do not. They're smack dab in the middle of civilian populations, where someone can ignore the "gun free zone" signs and walk right in and do their business. Not only is that extremely dangerous for recruiters, but it's also dangerous for applicants and other civilians that may be there as well.
