Easy answer for both a person and a company.

Shigeru Miyamoto has been closely involved in the creation of countless longlasting IPs. He is so far ahead of everyone else in that regard, and even more importantly, many of these IPs turned people into gamers.

Nintendo has not only introduced various control inputs that have become industry standards, but their business models which they introduced with the NES are also industry standards. Plus they are the publisher with the most varied and highest regarded portfolio. Lastly, the Wii and DS account for the most impressive single-generation performance in history; gaming on dedicated platforms has never been more popular.

Well, Rol beat me to my answer, also because I'm lazy I'm just going to quote it. To add to Shigeru, there is Donkey Kong that made arcades popular in the west again, an IP of him.
