They can more than afford to release console games lol. Have you seen their earnings? They made bank on paniko games in Japan. They're now a very healthy company bottom line wise. 

The reason they don't make games like Shenmue 3 is because they don't see a need. But if they wanted to give it another shot, they have the resources.
