Mobile tech is expanding quickly, I expect it to be possible very soon. The problem with devices like the Nvidia Shield is no one is making games specifically for that Tegra X1 chip. But Nintendo will be coding from the ground up for whatever they use so that won't be a problem.

But fundamentally, a 250-300 GFLOP GPU in a portable form factor is definitely doable by second half of 2016.

It's easily doable, of course, but Nintendo doesn't want to make a ridiculously overpriced handheld. How many Gflops does the 3DS have again? Isn't it like 5? that would mean a 50-60x increase versus the 3DS to have Wii U like power. That just doesn't seem likely.

Mobile chips are cheap, the PowerVR GT7900 is designed for cheap mini-consoles and is a mobile processor ... it outputs a whopping 800 GFLOPS. The Tegra X1 Shield console is only $200 sold at a fat profit with 3GB RAM.
