The NX or whatever Nintendo's next portable is will probably be able to produce graphics that look like this:

Most Japanese may just say "that's good enough".  The GBA couldn't really produce expansive, 3D graphics, as such it was limited in the genres it could bring out. But today a portable device can be quite powerful and produce 2D or fairly decent 3D graphics too.

The NX will not be able to pull of Wii U like graphics. The 3DS can't pull off Wii graphics, and the jump from GameCube to Wii was smaller than the jump from Wii to Wii U.

Unless you expect the NX to launch at like 350$, graphics like that just won't happen. (All this is presuming the NX is a handheld)

Mobile tech is expanding quickly, I expect it to be possible very soon. Actually I think it already is. The problem with devices like the Nvidia Shield is no one is making games specifically for that Tegra X1 chip. But Nintendo will be coding from the ground up for whatever they use so that won't be a problem.

But fundamentally, a 250-300 GFLOP GPU in a portable form factor is definitely doable by second half of 2016.

Not only do I expect NX to be able to handle those types of graphics, I think Zelda U is going to be a launch title for it.
