I don't think it's a bad game. It's a very good game, but not one that particularly stands out. Over the last 9 years, I've played the game twice and didn't even bother finishing it the second time.
My biggest problem with the game was that it took the least amount of risks with 3D Zelda games. Before Twilight Princess, we had three 3D Zelda games that were very different and good in their own ways. It's as if they said "Ocarina of Time had the highest sales, so let's make a bigger version of that". That's what they did. But it didn't exactly work either. Ocarina of TIme might have been limited by the N64's hardware but it worked. The Hyrule Field and dungeons were just as big as they needed to be. The fetch quests seemed to serve more of a purpose. Everything fit perfectly. With Twilight Princess, they made this huge world but weren't quite sure what to do with it. They just simply put more of everything in the game. Also, the wolf felt more like a forced-handicap rather than a real gameplay mechanic in order to artificially extend the length of the game. The graphics looked like they were being trendy rather than being original. To OOT's credit, that game was using realtime 3D graphics and had very cinematic cutscenes using realtime 3D graphics at a time when most ambitious games were using pre-rendered graphics and FMV's (yes, I'm away that OOT had SOME pre-rendered graphics). It's as if the Zelda team said "bloom is the in thing, let's go with that". That's why Wond Waker's graphics still hold up while TP's graphics look like a game from the mid 2000's.
Again, it's not a bad thing but I think Nintendo does better with their games when they don't listen to the fans.
