That is because the current leadership in NOA, whether it is Reggie or coming from Iwata himself, I am not sure, either doesn't really have faith in the traditional gamer in North America outside or doesn't want to tarnish the family friendly rep they have by sticking their names on something too wild.

If it is the later, then Bayonetta 2 is a true miracle. But in any case, the idea of Fatal Frame gettting a eShop only release kind of sucks but it is better then nothing (although it would have been at its best LAST year) and the lack of them even trying to market Devil's Third which could have probably benefitted from some of the older shooter audience or the action gamers that both Splatoon and Bayonetta 2 may have brought in seems wasteful.

And on Fatal Frame, if Nintendo had any real sense on building that franchise now that they co-own the IP, they should make sure in the build up to or just after the release of FFV, they should release the Wii remake of FF2 and FFIV on Wii's Virtual console as well. Fatal Frame isn't exactly Resident Evil or even Silent Hill among horror game franchises but it is well respected and strong enough that with a little push it could be something that helps sell devices in the future much like how Fire Emblem has become.
