Nintendo still tries to help third parties.
Their particular issue is however, they are thinking about their own native audiences and publishers. Most Japanese developers suffered difficulties trying to develop for the PS3 and 360 and only toward the end of the last generation were they able to start to take advantage and accept it.
The Wii U with its size works better for smaller Japanese homes and its design is set so that those that worked in the previous generation would be able to easily make games on it outside of having to come up with something for the Gamepad which worst than the Wii remote developers really don't want to bother with.
