it sure will matter,atleast for Home console,poor hardware and graphics will not be tolerated in any way possible
even in Handhelds,with mobile graphics on iPhone and Android on PS3-360 levels and by 2020 close to PS4-XBONE levels,nice hardware and graphics are a must
And developeing 1 game for Home Console and Handheld doesn't work as SONY tried to do that with PS4-VITA and is already possible on iPhone-iPad-Apple TV and also Android Phone-Tablet-TV
As game utility and playability differs big time on Home Console and Hanheld,Big games being played on Mobile and small games being played on TV doesn't really make sense
