To be fair, most games with six modes only ever have one or two actually populated in public playlists. I can see some logic to the mode rotation if that's the case. People seemed to be ok with the map rotations, which I find more annoying.
Does splatoon offer private matches? If so you should 100% be able to choose from all modes in that.
