I think shovelware is a no-win proposition: If a system has shovelware, it means the quality of the system's library is being diluted. If a system doesn't have shovelware, it means the system is in such dire straits that even the worst developers won't touch it. Either way, it comes down to how the individual wants to spin it. Personally, though, I believe that the prevalence of shovelware is a positive indicator (though not necessarily a good thing in itself), as the best systems have always received the lion's share of shovelware in addition to the finest games.
