I don't know if I would agree that the discovery of new Pokémon lines up with having a filled Pokédex. While the wonder of discovering Pokémon is definitely valid, I don't believe that the ability to look those Pokémon up whenever you want impedes on tha whenever you want impedes on that. It takes a conscious effort to look up a Pokémon, and by that time, you already decided that you would rather be able to look up the Pokémon then "discovering them on your own." You already willingly opted out of discovering Pokémon through capture.

 There's also the fact that Pokémon isn't a game about collecting to everyone. There shouldn't be a restriction of information placed just because you're not into collecting the Pokémon. There are plenty of ways to encourage "catching them all" without with holding a feature that is literally imperative for world building. For example, there can be a ribbon/figure associated with every Pokemon that is unlocked so when you own one.
