Pretty cool idea, maybe the pokedex 3d could have filled this gap on the 3ds but that turned into a ball of shite later on from what I seen.... is it even still being supported or added to anymore?
If you did have something like you suggested tho, it would need updates... like lots of updates all the time, probably just end up being easier to open the browser on the 3ds and navigate to bulbapedia like I did at times.
