There could e a hundred different factors. Say the accelerometer company couldn't produce more than 1.8 million units per month. Or the Wi-Fi chips were only at 1.8 million per month until July.
Foxconn is the company that actually produces the Wii (as well as the PS3 and X360) and they run 24 hours a day 7 days a week 365 days a year. Upping production can take a very long time if a single component is locked in at a lower preoduction level.
