Well if everything else in the article is false, at least this quote definitely isn't.
What I'm getting from this though is that the NX may be a revised WII U just like the New 3DS. Most likely it will be able to play all WII U games and new games that require more hardware juice than the WII U can provide. Honestly it seems highly unlikely that Nintendo will go down this path.
