Rumor: Nintendo started talking with third-parties about NX at E3, positive reception; NX more than a year away

This tells me, Nintendo wants to shrink the reveal/release gap this time, I fully expect at least one iteration of NX (HH most likely) by late 2016.

Sounds like they could be on the verge of coming out if Nintendo is already briefing the general third parties. 

Usually the dev kit schedule for Nintendo goes like this: first Nintendo's internal teams get kits. Then Nintendo's closer third parties Japanese partners gets (ie: Capcom). Then the general third party community gets them.
