This tells me, Nintendo wants to shrink the reveal/release gap this time, I fully expect at least one iteration of NX (HH most likely) by late 2016.

If the system's launching in 2016, shouldn't dev kits be out there already?

It wouldn't surprise me if some key trusted 3rd parties have dev kits already but the less reliable ones who might spill the beans will have to wait a while longer.
