doubt it would be expensive. Like i said, if even a hobby modder can retexture twilight princess in cell shaded graphics (and it does look good) a professionel dev team wouldnt had much problems either. Doing a port is ALOT harder, or did you ever see any hobby modder doing a port? It wouldnt be much more effort but the result in terms of sales would be alot higher

You're talking about completely redoing all of the graphics. That would be incredibly expensive and time consuming, it would be effectively like making 2 separate games. Doing a port is so much easier, there is no actual changes needed. Maybe hobby modders can't do ports simply because they don't have the required developmental software/licences and it would be illegal.

I doubt anybody would care if it would be legal or not, games like bloodborne would be already on pc if it would be possible. Development teams that are doing a port are like 30 men strong and need month-year for a port. Something a "hobby modder" could never do.
