As long as it has similar architecture, yes, it is enought.
Actually putting out a stronger console would push SONY/MS towards their next console faster, and than it would be all the same again. For Nintendo, it is better if PS4/XO can go on for 8 years, and having a stronger oposition could affect that.
Still, it all depends with you think PS4/XO will be pushed away by something else, like the popularity of 4K
