Pokemon is done by a third-party, and Nintendo has some, but not every single right to the IP. Hence, second-party. Or third-party working for Nintendo, whatever take you prefer.

again there is no such thing as second party, Nintendo owns 33% of the pokemon IP, Pokemon company owns 33% and gamefreak owns 33% the last % idk
