I think that they are paying some of the development costs actually, as well as for advertising ofc.

The last TR took > 6M sales to be profitable. A large portion of their costs were advertising... probably as much as the actual development.

MS is most likely getting timed exclusivity because they volunteered to dedicate repeated stage time to the game -- and pay for advertising.

It would cost MS more money than its worth to actually "fund" any substantial portion of the game. In terms of advertising -- it becomes a wash and a loss lead so they could  try to rival Uncharted 4 -- and so they could try to claim "Best Xbox lineup ever".
