It won't need to stream. The games will be playable natively on both. Think Sly Cooper on Vita and PS3, only on every game and not nearly as clunky to swap save files.
If you think that's not a huge selling point, I can't help you. It has never been done before as universally and as seamlessly as this fusion concept will.
