I don't interpret the fusion concept as streaming though. You won't need a handheld to play the handheld games, and vice-versa. You only need one form-factor to play most games that will release on both form-factors. You can buy the handheld if you prefer portability, the console if you prefer visuals/performance/better controls, or both if you prefer both. This is a unified platform just like Apple's IOS or Android's Google Play store in which you buy one game and you can play it on both form factors (in the case of those examples it is mobile/tablet.)
