A lot of the time, yes.

Just look at Final Fantasy XIII. That game took 6 years to develop, because it was made from the ground up. However, its sequels (FFXIII-2 and Lightning Returns) took about 2 years each, because they reused a lot of assets.

It's also important to recognize that massive JRPGs and most other Japanese games take more time and effort than the annual CODs and sports games (because those games really do share a lot with each other always).
