I think 1080p at 60 FPS should be possible for a game like Halo 3 on the PS3 (I am a little underwhelmed by Halo 3 from a technical perspective, considering it's a high profile first party exclusive). But this would take a complete game engine redesign (ideally from scratch).
IMO 720p native rendering at rock solid 30 FPS should have been the minimum for HD consoles (optimise to be at least on this level).
When you introduce very different new technology and have to deal with legacy software which needs to be significantly adapted it will take a while like I predicted years ago.
