Yes, it's quite funny to see how hypocritical fanboys are (remember the Halo 3 640p case?)
Halo 3 was a first party 360 exclusive, GTA IV is a 3rd party game with development lead on the 360 platform.
Nevertheless the PS3 version looks better and runs better than the 360 version. It's a great game, nomatter if the guy at B3D was right or not. I bought the God of War games which were designed for the PS2 (576 lines rendering natively) for my PS3 because they are IMO outstanding games, this game is outstanding as well (if you like the gerne).
Games designed for the 360/PC using Microsoft's recommended practices, porting issues can be expected while porting to the PS3 without major game engine redesign. Rockstar hints they will be able to "crack it" in time on the PS3, they still haven't although they now feel comfortable with the PS3.
For games designed for the PS3, no porting issues should be expected. Actually 360/PC versions will benefit from better game engine design.
Games designed exclusively for the PS3 can be pushed much further though (note the recent Ghostbusters dev comment stating they would have been able to do twice as much on screen if there wouldn't be a 360 port).
