Yes, it absolutely does. COD is an annual franchise. They aren't going to cobble together a port of a game that took 3 years to develop in less than 6 months, right after they specifically shot down expectations for that port. If COD is coming to the Wii U, it'll be the next one. BO3 is never happening, precisely because Activision said no.
It astounds me how people can't take things at face value anymore. No means "maybe not" nowadays.
