I think what's meant is that there was a format war going on between hddvd and bluray, and by ms adopting hd-dvd, it prolonged the war, which made it harder for product demand to succeed for BR. This kept the rightful winner from taking the market and easing consumer burden.

In turn, the whole reason for accepting HDDVD was to hurt consumers who supported BR, which, at the time, were ps3 adopters.
